    Yep. Thankfully at least for urban projects, retention ponds are now mostly a requirement to try and moderate the flows somewhat. Still doesn't help with the truly massive storms (or freak conditions within a regular storm).

    So, if a team were to make a big play against say the Texas and then throw a horns up in the general direction of the Texas team would that still be a penalty?
